Question for you Ebay gurus

It said there were 2 ways for verification, and to choose one.
1. Give them a credit card with all information for them to keep on file. (They already have a credit card from me on file). I don't think they need 2 credit cards.
2. Pay $5.00 and fill the verification form below with all my personal info.and they would obtain my credit file, and then ask me personal question from it that no one would know but me. ( They already have all my personal info. on file including my checking account number.
I did not give them anything and did not go any further with the bid.
Has anyone else run into this, and is this legit and their normal operating procedure.
thanks,

Copied From EBAY:
Bidding over $15,000? Be sure to have your credit card on file first!
You are required to have a credit card on file with eBay if you bid more than $15,000 on an item. You will be notified when you bid, so allow yourself some extra time if you are bidding in the last minutes of an auction. Your credit card will not be charged, but is used to confirm identity - a safety measure to help protect both buyers and sellers from potential high-bidding fraud.
Contact Ebay and ask them what the heck this is about...... they have all your info and should have let you place your bid..
