Had my sluggish and missing 78 350 looked at and was told the #6 compression was way to low compaired to the others. Shop quoted me $1,400 to remove heads get them reworked and reinstall. Does this sound reasonable? Shop didn't say if that included all new componets for the heads.

i think the last heads i had reworked cost $250 at the machine shop for a valve job and hardened seats....new springs were another $80
If the vette is not your only car, then pull the heads yourself. It is not too hard and can be done with the engine in the car with just hand tools.
Now, how sure are you of the diagnosis? Could be the heads, could be the rings, could be a bad plug wire or a misadjusted valve. Do a good tune up first, then get a compression and leakdown check. That will tell you a lot more about the condition of the engine.
