Default Starting fresh engine problems...

Just got my 383 running this evening. It is hard starting and very rough when running. It will not idle less than 1800. The car has TPI on it and ran fine with it before this engine was installed so its not a carb issue(?)
Double checked the plug wires and firing order twice and all is good.
I am thing it might be valve adjustment. If the valves are to loose would this cause this problem. Anything else I need to be looking at..

Default rough running?

gotta ck for manifold vacuum that will tell a lot of stories ie valves set too tight timing off cam or ignition . vacuum is critical for a tpi engine to run smooth. choppy cams drive map sensors nuts . hope this helps
