The column sits in the round cutout, the bracket supports the underside of the column. The stud and anchor bolt go through the oval shaped plate on the column that has the insulation stuff on it
Also helps answer a previous question I had asked... and that's where the clutch return spring connected on the firewall. I'm guessing it attaches to that loop/hole on the top of the bracket in the top pic... or to some additional bracket that attaches to this one in the same location.
