Default Headlight "Up-Position" Alignment

On my '74 when the headlights are in the up position the passenger side assembly sits about 1/2" below the body cutout. I thought adjusting the screw on the end of the acuator rod would be the easy fix, but even with the actuator rod disconnected the assembly wouldn't push up any further. What am I missing here?

It is hard to describe, but there is a stop bolt to the side of the assembly closest to the fender. It is hard to get to but it is there.

Is that stop bolt supposed to have some kind of rubber cover or bumper on it? One of mine does and the other doesn't but the one that does seems almost like a Bubba fix.

Anyone got a picture or diagram showing the stop bolt? Also, is it easiest to identify and work on with the lights up or down?

seems like on my 77 one of my headlight mounts is loose or broken because the light unit vibrates and shakes differently....how are these mounted to the body?
