Default exhaust-emissions question

I have stock exhaust and wanted to change exhaust to headers and side pipe exhaust but I dont know how to do it to pass Pennsylvania
emission and where I live is visual inspection.I heard that its only legal if the
vehicle originally came with it. I think that I may end up replacing
stock exhaust. any Ideas.

In California, if the parts have a 50 state C.A.R.B. E. O. # it is a legal smog control part. It can cost a manufacturer as much as $1 million to get the # since each engine is different, each year is different, and each model car the engine goes into is different. That is why headers with eo# are made by companies like Edelbrock, and Holley. You have to be big enough to afford the cost of getting the #.
