I havent had time to look too closely at my headlight system but I do know that the lights come on but wont pop up.They have been getting slower and slower over the last two years but now nothing.
Is this usually an expensive fix or could it be something really simple that I could fix myself? Any input would be appreciated.
Cost is the least of your worries. Corvette vacuum systems are famous for driving a normally sane man totally mad. You have a vacuum leak or a bad connection which can be hard to find. Check all your connections to make sure they are tight.
Each headlight has an actuator which operates on vaccuum to raise and lower the headlight buckets. It would be highly unlikely that the would both go bad at the same time so I would look for a leak. The actuators are expensive but I don't think that is your problem.
There are several websites that give you a diagram of the system and hints for checking it out. Above all good luck.

I had problems with mine. I started with changing out all the hoses which were all pretty hard and cracked. It was easy and only about $50, so if the condition of the hoses are bad this may be your fix.
This did not fix my problem so I purchased another set of actuators, these are a bit of a pain to get out without messing up your hood, with the hood down you have to unbolt them from underneath the front and then move them one at a time to the center position of the car against the radiator, then raise the hood up and manuever them out. Use a towel on the hood to prevent scratching too. When I initially had the hood up the whole time I couldn't get them out.
Even after the actuator swap mine still did not work, so I have a set of actuators if you are looking. What it turned out to be was a vac accumulator tank leak, I bypassed the tank and now mine work great but won't go up with the car off (not a big deal for me).

Thanks. That makes sense.It must be leak or connection because as you stated for both to go out at once is unlikely.There is a snake pit of vacuum hoses down there and I think I`ll wait till this weekend to work on it because it might take some time.
