Anyone know what's wrong...surging problem

I will re-post in the C4 section
I haven't driven my GF's C4 much but I have a little lately.
I drives fine until the temps get above 225 and then the engine starts surging at idle. It also has stalled while it's surging.
I noticed that the temps get into the 240's also. the fans come on when the A/C is turned on.
I'm assuming that the the surging problem is heat related, but it must be triggering the problem as just getting hot wouldn't make it surge.
