The kickdown cable attaches to the carb linkage. At the bracket, there is a button that pops out. Pop out the button and the cable will retract into the cable housing. Pop the button back in and then rotate the carb to WOT, that will set the kickdown. The modulator valve is at the passenger side rear of the tranny. There will be a vacuum line running to it. It is held in by a bracket and one screw. Take it out and test it with a hand pump, if it's bad, replace it.

If it's an adjustable modulator, it may need some tweaking to get your shift points in line.
