Headlight raises when engine is shut off

You can rebuild the headlight actuators as long as the main diaphragm is not torn. This is an easy rebuild. The control valve are actually rebuildable also. There is a webpage that I used to rebuild mine and they both work great now. Those are not really that big of a deal to rebuild either. The main problem is getting the band off that holds the metal lid, on and off the valve body. Unfortunately I did not bookmark the page that had the pictures of how to do an actuator rebuild in it. And they can be rebuilt for about $.50 as long as the diaphragm in the actuator is not torn.
