I have power windows in my 78 vette and they never worked and I want to fix them, I noticed that the Previous owner cut the wires from the AC and heater control unit and the ones coming from the seat belts if those are removed do they affect the working condition of the power windows If they do do I have to re wire the car

Click on "power windows". There may also be some help there on your seatbelts and AC/heater control.
If you do a search you will find lots of threads on power windows. One problem that slows them down is dried and gunky grease, that requires you to remove the door panel and pull out all the channels and clean them up. Check the past threads.
