a/c air flow
does the a/c intake air ever shut off completely from the cowl area?
when I look thru the cowl I can always see the blower motor fan no matter where the control is. I thought on max a/c it would close off outside air. my car is a 81

Max A/C is supposed to close off the outside door completely. If it isn't doing that you have a problem with the vaccuum system; either a hose or actuator isn't working. I have even heard that while driving at highways speeds the suction created can pull the door open. I have taped mine closed so it never comes open. Works for me.

When the fresh air door is fully closed (Max AC position) , by placing your left temple on the passenger side windshield and looking down and forward, you can see the top of the flapper. You should not be able to see the fan blades. If you can see the fan blades, you have a vacuum problem as described above.
