We just fixed one....it had power at the back of the tach when running so we pulled it and looked at the board. It was obvious that the board was smoked - it was blackened.
..After installing the board, the tach was a little erratic so we changed the filter. All is working now....
Just a word of advice, if in need of a tach board ,do not buy from Ecklers . I went through the same problem with a non functonal tach. Bought new tach board, printed circuit and filter. Still no tach. It has been said that Eklers sells bad boards. Emailed them for a response and recieved none. Brent

Ecklers sells the "Wilcox" board (that's what it's being called, anyways...). And they IMO are not reliable - even when new.
Try using the board made by "Gardner"... a much better design, and a lot of care given when manufacturing it.
