Default Instrument lighting question

last week I had the dash apart to change some instrument lights in my 73 coupe that were burned out, specifically the speedometer lights...but what I found was that even though the guage is dark from 70-110 mph, all 4 bulbs still work. This is the section right on top of the guage so it is right between the top 2 bulbs. Is this a common problem with these speedos? the tach has the same bulb layout and it lights up great. Short of pulling the whole intrument cluster out of the car, I don't know what to do with it.

Something else interesting that I did mangage to fix was the PRNDL light for the shifter...it seems that bubba put an extension in the headlamp warning light and ran that socket down to the console. The light would work fine with the engine off, but as soon as I went to drive it it turned off.

The speedometer lights get their grounds by the brass springs that hold them in place. Make sure that the brass side is clean, and also check for rust around the holes where they go into the speedometer body.

all 4 bulbs work in the sockets, I can see the difference when I pull them out. All I can think of is that there's some dirt or a crack in the plastic lens behind the dial, but I haven't been motivated enough to take the speedometer out of the car to get a better look
