Yes it looks off a tooth!

Step #1 Align sprockets at 6 and 12 see if they line up. (If not make whatever changes are needed to make this happen)
Step #2 Rotate the engine COUNTER CLOCKWISE ONE REVOLUTION WITH THE BALANCER ON.
Step #3 LINE UP THE LINE ON YOU BALANCER WITH 0 DEG on your pointer This WILL be TDC #1 compression (On your engine this will be 4 deg advance)
Step #4 Put your distributor in with the rotor pointing at #1 terminal of the cap get close doesnt need to exact.
Step #5 Start the car. If it doesnt start advance your dist (turn counter clockwise when looking at it from the top down) until it starts.
Step #6 Drink a large cold beer

Regarding chevy cam gear ... I mis-spoke about chevy cam gear ... my apology. If it is an adjustable set (hard for me to see crank gear clearly in pic) ... it should have a triangle (advance) & circle (straight) & square (retard) on crank gear ... and only a circle on cam gear. If you want advance, put crank gear on ... keyed into keyway nearest the inboard triangle ... then line up outboard crank triangle at 12 ... then line up cam circle at 6.

This may sound silly, but have you dropped the pan and looked at the crank? That sound you described sounds like twisting metal. I'm stabbing in the dark here, but if the cam is okay maybe the crank is twisted. Do you have any pictures of the cam? Specifically the dist. drive gear? What do the flywheel bolts look like? Any elongation of the bolt holes on the rear of the crank?

There are crank gears that allow for 0 degress, 4* adv, and 4* retard. These gears have 3 keyways cut into them. Mine was marked with a cirlce, triangle, and square. There are also 3 corresponding marks on the teeth. If you choose the keyway (triangle) to advance 4*, then the triangle mark on the gear is used to align the cam; not the circle/dot.

If your crank gear only has one keyway, then it's either not advanced 4* or the builder purchased a single keyway gear with 4* advance built into it. The only other way to change cam tiiming is with a special cam gear and buttons.

The crank sprocket has 3 keyways the CAM sprocket only has a circle timing mark. Its 4 degrees advanced. The crank in in the triangle keyway.

Take a look at this pic. I rotated the motor and they align perfectly at 6 & 12.

I haven't dropped the pan. I would hate to think an Eagle steel crank would twist just from cranking. I have pics of the cam and the gear but it looks like it just came out the box. Would be a waste to post it.

I haven't examined the flexplate bolt holes. I'll take a look at them.
