I ran in to this one time. I changed a driver dash pad (and installed a new headlamp switch) for a customer. He went home and the next day before he went to work he changed a headlamp bulb. When he changed the bulb and pulled the bulb connector of the back, he broke the wire! This wire is a jumper wire that also feeds the back side of the headlamps.
So, while dumb me... Thinking the switch was bad, I pulled the pad and replaced it again with no results.
Check the wire connector behind the left hand hi beam headlamp bulb, if it's broken it will not feed current to the passenger side of the car.
