30A breaker on 69 firewall

30A breaker on 69 firewall

While checking for reasons why my PW quit I thought I would start with the obvious the breaker.It appears fine except it shows power not only on the posts but on the entire metal surface including the mounting screws.Is this normal,or should I change it?

Don't think you should have power on the mounting surface . I bet the breaker has a internal break cauising it to jump to ground . Are you blowing fuses

No fuses but lost the relay to the PW.
