Is there another way to open a stuck hood besides the screwdriver in the cowl? Considering the cable is rusted solid, the latch may be, also. I don't know if that's the problem, or I'm not getting the screwdriver in the right place, but i've been trying for 2 days now, and no luck...

I tried that mid america procedure for about three hours and got nowhere. You can remove the splash shields (bottom, just in front of cowl; triangular shaped) and reach way up to pop the release. You can also take the two bolts out of the hinges and twist the hood side to side and it will release BUT you will have to re-align the hood with the latches. The latter is not recommended if your paint is nice unlike mine. Keep us posted!
It's a 76...it's a car I picked up last weekend that hasn't moved in 8 years, so everything is a bit rusty. As far as the paint, it's not in the greatest shape. I jacked the car up and tried to reach up, but I couldn't find it...I'm not sure what splash shields you mean? I can't go through the wheel well, I think the inner wheel well is riveted to the fender. I may have to unbolt it from the front....
I know this may not help you but, I think that the cowl is the best way to open the hood, assuming the latch isn't rusted solid. I practiced on mine with hood open many times and then with hood shut, just incase the cable snapped I would know how to open it. All I can say is it does take patience and a sensitive touch.
