I've got this piece loose from when I rebuilt the carb, and I'm trying to figure out how to connect it up to the car.
This piece is connected to the secondaries, and is supposed to help it open under full throttle. At least, that's my understanding of how it works...I had it hooked through the top of the choke pulloff, but that doesn't allow the secondaries to open up under WOT. What am I missing?
ANY help would be appreciated...I spent the afternoon searching through the various shop manuals I've got, and I also spent most of the evening searching through various manuals at the local Barnes & Noble trying to find a picture of a Rochester Q-Jet that showed the way the rod was connected, but to no avail.

I believe this is what you're looking for. A little blurry but you can make it out... you'll need to unscrew the diaphgram so you can angle to get the linkage in.

I guess the pic doesn't work, but that linkage needs to connect to the upper slot of the diaphgram. There is picture of this in the corvette haynes repair manual.

pic above is correct, you may have tried that already, you mention "secondaries won't open at full throttle", that's supposed to happen, that rod-thingy stops the secs from opening until the car is warm (choke off completely)
You need to pull the air horn (top part of the carb) back off and get that rod installed in the slot of the choke pull off as you re-assemble it.
Kevin's photo is exactly right. The linkage down by the thottle shaft stops the secondaries from opeining with a cold choke. This linkage helps control the rate of the secondary air valve opening. There is a metered orifice in that can so that when the you floor it and vacuum drops to zero, it takes a small amount of time for the spring you see to move the linkage back. That helps meter the rate of opening.
