Default 75 battery gauge

Greetings. This is my first question to the forum.
I've been enjoying the forum for a while now and have learned alot from all the advice. I am a 3 time vette owner. My current is a 75, last one was a 76, and my first was a 73 about 15 years ago. When I was thirteen years old, the first car I ever drove was a brand new, white 1976 that was being driven to a car show by my older sisters boyfriend.(a car salesman) It was the biggest thrill of my life and I will be addicted to Vettes for life!!

Anyway, maybe someone can help me. My battery gauge doesn't work. I was lucky enough to find a working original. I am concerned with the fact that I am getting constant power to the plug for the gauge even when the ignition if off. Is this correct? It reads 12.5 volts, and 14 when the car is running. How should I test the system? I put 4 volts to the gauge and it jumped up to 40. Should I test the resistor on the gauge? I will appreciate any help.
