I hooked up my voltmeter to the wires that connect to the windsheild wiper pump and I got the following readings, wipers off - 0.015, wipers on - 0.243,
and when I push the switch to spray it goes off the scale for about 1/2 a second so I'm assuming that's 12 volts. but nothing ever comes out of the little sprayers. My pump works fine when I hook up 12 volts to it. What do I need to fix here

I removed the sprayer assembly and tested with a 12V battery on the terminals and turning the sprayer cam by hand. That is how I found out the relay was not activating properly because of the spring....
