It's burning it. Have someone drive behind you and check. If it smokes under throttle it's usually rings. If it smokes when you let off the gas it's top end (valve seals, intake gaskets etc).

I don't know how many miles were on the bottom end when you replaced the heads but it is not uncommom for a high mileage motor to start smoking after a head job. Everything is sealed up tight on the topside, while the rings are still worn-pressure is going to go somewhere.
