Ok, I have decided to go with World sportsman II iron heads, staight plugs. Assuming my engine has the stock pistons, do I go with 64CC or 72CC? My current stock heads are 76CC.

Go with the 64cc. This will bump your compression "about" one full point over the 76cc. If you realy want to play with it...take the time to accuratly measure the piston to cylinder deck height, then configure a head gasket thickness to bump the compression up a few more tenths. Keep in mind, the optimum "quench" height (top of piston to head surface) recomended by GM is .035 to .050. You can go tighter for more compress... but I would not recomend it in your case.
Here is a handy dandy compression calculator you can play with

Higs:
I agree w/ edzred72.

If ... IF ... if your '80 L48 has the stock pistons ... they are dished ... dish volume between MINUS 10cc to MINUS 11cc ... and at least 0.025" down in hole (deck height).

Suggest 64cc heads with dished pistons ... NOT 72cc.

There may be better options for you than WPS2.

? What is your budget for pair of assembled heads ?

No budget really, just don't want to throw money away for no good gain in performance. I just see some potential to finish the job someone else fell short on.

These guys will sell NEW assembled Dart Pro 1 ALUMINUM for about $950/pair. 64 or 72cc ... 180, 200 or 215 cc runners ... angle or straight. (180cc runners probably plenty for your mild combo).

Would you suggest changing the cam when I do the heads? I really want to make this combo work the best it can. Not ready to pull the engine yet. FYI the carb is a 650 not a 750.

That's kinda what I have been thinking. Any suggestions on head cam combo with what I already have in place?

Exactly.
Edelbrock RPM, World S/R & Vortec are about 170 & BB Olds are said to be about 170. Iron Eagle about 180. Sportsman about 200.
So you need to decide on which heads.
