Default Ebrake cable

... my ebrake doesn't work. Its a 71 w/ a 700r4 conversion. Is this a due it yourself job, and if not, could a regular mech. w/ a lift fix it, or does it need to go to a vette doctor? (I can't see how its that complicated.... lol) I think the cable is just broke somewhere..... i can pull the brake, but it does nothing. I inspected the calipers and nothing out of the ordinary seems to have happened. The brake line is sheathed right? If the cable breaks i cant see it w/o completely pulling the old cable out... no? As w/ the wiper thread (another issue tieing me down), any insight or advice in the matter would be welcomed!! Tks!

I just pulled my rear end apart and found that the rear parking brake cable was rusted solid...and all the parking brake hardware was completely missing. You should be able to see if the cable is moving where it enters the sheathing with someone pulling the handle. If you can get your rear calipers and rotors off, you should be able to see if the rest is there
