can get a very nice 77 from a guy, His brother handed him the keys 20 years ago and hasn't been seen since. He wants $1400 but has no title. The previous state said that there records only go back 15 years and they have no record of the car. What a shame, solid 4 speed car and in very good shape. I'm in PA, any input on what to do would be great as I'd love do drive it rather than keeping a spare parts car around for my 75. Can I do a "reconstructed tile" any input would be great.
If its not stolen, I will be very surprised. If its not stolen it should be fairly easy to obtain a lost title for the vehicle but 9 out of 10 times if it is stolen it will show up and thats the reason individual A who is trying to sell the car so cheap wont go get the title himself.
It's not.... I found all the old papers in the car and it was his brother's, he went back to Korea. Like I said, the legit papers went back to Washington State, I contacted them and it was not reported stolen but because it had not been registered for so long it's out of there system. I gave them the vin and had a cop were I work run it as well.
If the car is located in PA you need to have the brother or caretaker of his brothers estate complete the 'Application for Duplicate Certificate of Title by Owner' (Form MV-38O).
In Washington State if the title is lost a form must be filled out. The form is called "Affidavit of Loss of Title and Release of Interest". The form must be signed in the presence of a notary public or a County Auditor or subagent.
I'm wondering if I should spend the money, yes I could part it out and get the money back, was wondering if someone knows about a reconstructed title, I'm also looking into maybee an abandoned vehicle. Just trying to find some other options, it's eating me up and it's a shame as you can imagine, to let the thing sit for 20 more years till there's nothing left. PA is not very strict on some matters.
For $1400 dollars I would say its worth a few plane tickets and a weeks worth of overnight stay.

Yep. The question was meant to be thought provoking. The problem is if you have a salvaged or reconstructed title it will be very hard to sell if/when you want to sell it, and it will make the car only worth a fraction of it's actual value.
Guys, you can not get a title from WA, they don't hold the records that long or I would be there, that's the whole problem, no record that the car ever existed.
here in ct. you can say that you have owned the vehicle for more than 5 yrs. and lost the paperwork.....they have a form that you fill out and get notarized and get temporary plates.... go in and get it inspected and they will give you permanent plates.... the key here is to tell them that you lost the original bill of sale,title,etc... see if they have a similar form in p.a......good luck... jim...
In Tennessee you get an "Artesans Title" or something like that. Have to send certified letter to the previous owner, check for liens, and run the VIN in the paper. You can get a clean title here like that. The only drawback to this is that they will not send a renewal in the mail, you have to go in each year to renew the tag in person.
I think you need some help in WA state. For what you paid, you can afford to go and spend a day at the courthouse or hire a lawyer in WA state to advise you. Has the brother been renewing the tags each year, or has it been sitting untagged for 20 years? Any chance the brother can get a power of attourney to do the deal?

As I write, I am processing a car quite similar to your situation ... obtained out of state car w/ no title (not stolen, no liens) ... there is a procedure through my local county Magistrate court ... probably similar in your state. If you'll email me through this forum, I can set up a time for you to call me today and I can advise you how this legal process works. No attorney or title agent/broker required nor involved.
-edit-our procedure is all local and total cost is a couple hours of your time & about $90 total in court fee, hwy dept title fee, & a newspaper ad.
you guys are great, I got a call a little bit ago from the investigation team at WA St. DMV, THEY FOUND THE RECORD!!! signed and notorized bill of sale and I'm set, that's 2 vettes this year for $3400, one with 36,000 original miles very very clean!! and the other a very clean driver. I'm going to hit the bar and celebrate!!!!!!!!!!!
