I'm redoing the cooling system on my 69 BB and now it is re-install time. I have the new waterpump on and I need to know what is the trick to getting the water pump pulley on with the belt and the bolt holes lined up.
This is a no air, PS car so I know the water pump belt goes on 1st then the PS belt.

That is the hard one. I loosened the 2 of the crank pulley bolts (a lot) and removed one. This allowed the crank pulley to wiggle around just enough to get the belt on both the crank & WP pulley's.
...I had this same issue putting that belt on my '68 327/350hp car that has no A/C or power steering. I went to the hardware store and got two 2 inch long bolts(same threads as the originals). I made sure the threads of these two bolts went pretty far up to the bolthead. I then hacksawed the heads off and made two 2" long studs. I then screwed these "studs" into the water pump hub perpendicular to the ground(facing the water pump, one stud would be at the 9 o'clock position, the other at the 3 o'clock position). I then put the pulley over these two studs, then the belt on. The belt will tip the pulley towards the radiator, but the studs will allow you to mount the fan hub. Then, with the fan hub on(yeah, it'll be tipped too due to the belt), put a nut on each one of the studs you made. Gently and slowly tighten each one a little bit at a time until the fan and water pump pulley are squared up with the crank pulley. At this time you should be able to put the original short studs OR the original bolts into the two holes that are left. Once the original ones are back in, remove the 2" studs and replace those with the original bolts/studs.
