EFE-TVS Switch

I'm changing the Carb on a 1977 to a performer. Does the EFE-TVS Switch need "timed" vacuum or constant vacuum like the EGR? I had no way to check it before I pulled the old carb. I will be rebuilding my Q-jet soon so I'm trying not to make to many changes because it must go through a emission test.

On My 77 with quadrajet the vacuum source is the vacuum port
just above the fuel inlet which I think would be a 'timed" vacuum
port.
