What year? If it's about 74' or later the Proportioning valve could be bad. Also, I believe the pistons in the rear caliper are smaller diameter than fronts. Not sure if it can be done,
but did someone install the front calipers on the rear?
Not sure about later Vettes but my '69 was over braked in the rear.
The solution is an adjustable proportioning valve in the rear brake line.
If you're smart you can put it next to the drivers seat so you can adjust it for different track conditions.
Or if you're just streeting it and don't want to mess with the interior just put it below the master clyinder.
Also, check the general condition of the brake pads. The fronts could be worn much more than the rears, or maybe at somepoint someone replaced the rears with a more aggressive friction material. Also check for pad taper in the front, these cars have a bad tendency to taper the front and rear edges of the pads. Take the fronts out of the caliper and hold them together with the friction surfaces facing each other, look for light at the front and rear, if its real bad find a flat surface and lay some 150-180 grit sandpaper down and sand them flat.
