69 wiring harness... please help

Default 69 wiring harness... please help
I am trying to put a new wiring harness in my 69. Can someone give me some tips or some way to ease the installation of this? I am having a lot of trouble where the lights plug into the speedo and tach. Does the harness go above the steering column or below? I have it above but it seems a bad fit. Someone must be able to help!

The quick answer is that it goes above the steering column.
