Default Ported Vacuum Switch Question

I have a stock air cleaner on my 80 and I replaced this ported vacuum switch recently. I dont think it works properly or it is the wrong one because under no circumstances does it seem to open the valve on the snorkel. The hose that connects to the air horn diaphram (that I have plugged) always has vacuum and when connected it closes the valve in the air horn (not allowing air intake). I have watched the air horn valve during cold start, warm up and I opened the throttle up to see if it would open the valve and nothing has worked. I have gone over the hose routing 3 times and tried different connections and nothing works. I also replaced the therma static little valve under the base of the air cleaner. No change. The valve on the other horn works properly!! I am missing something here......anybody messed with this before or know what I am overlooking?????
