Head light retract

I have noticed that one of my head light retractors is a little sluggish lately. The one on the left(drivers side) will stay up if I turn the head lights off after I turn off the engine, is this normal? If I turn the lights off first everything works properly. Not much of a problem here but was wondering if possibly a vaccuum hose may be ready to be replaced. Anyone else have experience here?

You might trouble-shoot the system. It doesn't sound like a hose to me. I'd suspect a relay first or maybe the actuator.
