I had the same problem and swapped out the stock chip for a Hypertech. It also resolved the R700 problem with constant shifts in and out of overdrive.

Yep. that would be my first suspect. What was going on before you started on it?

check for vacum leaks , and or your IAC motors are bad or sticking due to corbon build up on the pintle. Mine does this only sometimes but very rare , so JGVette might have good sugestion.

Yes true ! but if the IAC's are inop or the pintle's (on the iac's) have corbon build up causing to stick to open or closed the ECM only does so much so if there is a vacum leak (you would hear it) or there is a sensor malf............................

Most 82s with a high idle are associated to a vacuum leak.

You could also try to replace your ECM Coolent Temp Sensor located by your thermostat housing. This can go bad, tricking the ECM to believe it is cold and setting you up in high idle.

You could also try to set yourself up with the Win ALDL program, an old laptop PC, and an RS-232 to ALDL converter cable to monitor your ECM operation/sensors real time to see if there is anything going on.
