Headlight Vacuum System Leak

Default Headlight Vacuum System Leak

Well I checked my headlights with a vacuum guage. The inner seal holds vacuum but the outer seal does not. Which means that my engine should still pull the headlights down, but it doesn't. I bypassed the check valve and tried to pull the headlights down from the vacuum hose behind the check valve but no luck.

So my question to you. Is it just that I have leaky vacuum hoses or is there something else that might be leaking? Maybe the canister? Or those saucer things mounted near the actuators?

You must have vac. at the yellow hose port on the relays(saucer things)Then control up and down by adding vac. or taking it away from small white hose port on reays
