means that your signal lights are pulling the voltage down at the voltmeter in the dash. Not necessarily a problem by itself. It does point out however the weaknesses in the wire harness. As long as it isn't going below 12v and assuming the gauge is correct your ok.

I did check all the sockets and associated wiring on the directional lights, with no problems found. Could it be just a flasher unit??
could also mean that your gage is getting too old, maybe going bad.
have you tried connecting an analog voltage meter inline with your gage to see if it dances too? (a digital one may not show the fluctuations as well as an analog one will.)
the analog meter will show you the same thing your gauge is showing you. Its just indicating the voltage dropping when the lights come on during the flash cycle, this is normal, bring it up off idle and it will not be as noticeable.
Or pull the dash apart and learn some electrics troublechooting with a meter
