I believe it's in one of the rear compartments, behind the seats. Don't remember exactly where- I was helping my neighbor with his Collector Edition awhile back. I remember having to pretty much stand on my head to view it.

I looked for it in the battery box a couple of times before I saw it. It is a bit hidden under the lip nearest the driver's seat, but it should be there. (I don't think mine controls anything anymore on my 81.)
