A few years back,you could fool the CA emission computers if your car was "marginal"..all you had to do was stick a bad plug in..go test..fail...go home and install new plug and retest and PASS !! The computers at the time based retest(passing)results on percentage of improvement...think it took them a couple years to figure out what was going on...
Before you go for a retest get the catalytic convertor as hot as possible by driving on the highway in 3rd for like 20 minutes or so. Then get it tested immediately after you get it piping hot. That should get the HCs lower.
I basically drove my 80 around got it hot after changing the oil...ofcourse...and I was able to pass the California emissions test...last week...it will make a difference..especially since you barely failed.
