I've replaced my entire vacuum hose system, including new actuators, valves - the whole 9 yards. Vacuum is perfect, so that system is not my problem, fortunately. Problem is, when I turn the wipers on, I have to help the door open by pulling it up in the center. Once I help it, it opens with a snap, and when I turn the wipers off, it closes with a snap. I've looked at the linkage, lubricated it, all that stuff. I cannot find any interference. It seems like it just needs a little adjustment - I just don't know what or how to proceed. Any ideas?
Check the nut on the shaft comming out of the actuator. Mine was loose and causing the grommet to come out of place. I had the exact symptoms you have and that was the cause.
The actuator nut is tight and the actuator/shaft alignment is straight. I can open and close the door by pushing/pulling on the threaded shaft with the actuator removed, but it takes some effort. There is no vacuum leak at the actuator (the shaft-actuator seal boot is tight and very flexible, not cracked or anything). I had the same problem with the original actuator installed, which is why I put a new one in. This should have ruled out any actuator operational problem.
Anything else, maybe with the linkage, that I should check?
If you remove the actuator the activation rod should move VERY easily. Perhaps you have one or more of the pivots bound up.
Did you confirm that you have vacuum going to the actuator on the opening side when you turn the wipers on? It is easy to get lines crossed up or have a faulty relay or switch.
On a '69 simply having the actuator bolts too tight will stop the system from working - the actuator pivots as it goes through it's stroke, later ones do not...

I think you better check your door linkagaes. You may have a cracked bracket or binding hinge and once you help it overcome the binding the door works good.
