If that resistor wire is 'hot' as you say, you need to remove it or at least cap it.

Also, for clarification,..the brown wire from the starter solenoid to the coil is only hot when the key is in the "start' position,..not "on". The resistor wire is hot either way.

Yes, that is an HEI. But the tach wires are plugged in. Someone must have converted your tach to electronic.
