The low voltage on the coil side of the resistor is not saying the resistor is bad.
Its saying youv'e got a short downstream from the resistor.
If you replace the resistor with a wire, you can dump current into the short, blow fuses, fry wire isulation etc.
Use an ohmmeter to measure the ballast resistor.
Is it the correct value?
If so, then the problem is else where.
Does someone know what the correct value is?
The measurement at the firewall connector is 12volts...so I guess the wire was bad somewhere.
Have removed it and replaced it.

It has a resistance that can be measured to see if its in the correct range.
If the resistance of the removed part is much higher than the new one, then you have found your problem.
(Like 5-10x higher).
If it is about the same (within 20%),
then your problem is probably elsewhere and may return.
The big hint is that you said the wire was getting hot.
This indicates a downstream short, and not an open ballast resistor.
If the ballast resistor (wire) was opening up,
it would reduce current and be cool to the touch.

I think my short was where the starter wiring harness was melted against the header.
