Likely a ground problem. Grab a piece of wire and run from a known good ground point (something under the dash???) to an area of chrome on the dash plate. Turn on the lights and see if the "dummy" ground makes any change. I'm guessing they'll light up!

The gaguge cluster is all plastic so this won't work. Has the gauge cluster been out? The printed curcuit is kind of flimsy & the power connector for the lights might not be making contact. I'm putting my 79 back together now & I had to glue all the printed curcuit fingers down. If I hadn't then one of them could easily become misaligned. The ground plane is common so if the gauges are working then ground is OK.

The power to the cluster lights is carried on one of the copper strands on the board. If its moved or marginally misalligned the lights will not work. Take the cluster out. Take a close look...you'll find the problem one. Plug it in while its out...wiggle it...etc.
If you find that one of the strands on the board is broken you can cold solder it (if they even make that stuff anymore) or do what I did to get my temp gauge, make a jumper cable to bypass the offending part.
