Failed emissions!

Failed emissions!
Bummer, I just failed Nevada (Clark County) emissions on my '74 454 :confused: I'm looking for suggestions. The following, I failed:
2500 RPM test:
CO(%) 4.08 (standard is 3.5)
HC(PPM) 2376 (standard is 700)
Idle Test:
CO(%) 7.98 (standard is 3.5)
HC(PPM) 2271 (standard is 700)
The tester suggested points, or spark plugs, but thoes were changed out recently (Less than 1000 miles ago).
Mixture?

You have an egr valve? Check to see that the diaphram is free to move(push your finger into the back of the valve and it should move with some pressure).
Also check that you have vaccume going to the valve, usually through a switch on the manifold. Unplug the vaccume line on each side and see if you have vaccume at running temp.
If all checks ok then remove the EGr and you will probably find that the port in the manifold is clogged,
