Where were the numbers, cast in the block or stamped on the VIN pad?

That's not the block, it's the intake manifold. The numbers you found (346249) are the casting number of the manifold. It was used on 75-78 Corvettes.

Not sure what the extra 12 means. Is it all one number or is the 12 seperated?

I agree, that's what it shows in "Corvette by the numbers" for 75-78 intake manifold.

There are 2 more places you need to look
Ome is on the drivers side near the firewall where the transmission/bell housing mates to the block
This will be a raised cast number
The other is a stamped number which is located on the front drivers side on a pad just below the front of the cylinder head
It may be coverd over with paint or normal grease, dirt ect: so you mat need to wire brush it to get a good reading
Heres a pic of the stamped number
You can also part of the water pump and the fuel line to the carb so it may help with finding the stamped number
