'79- Does your bulb come on briefly when you turn the key or start the car?
Mine has never worked. I replaced the bulb and had some soldered connections repaired on the circuit board but still a no go.
If you look over the left muffler there is a fat black rubber plug & socket--kinda looks like a black link breakfast sausage. This goes to the fuel level sending unit. Disconnect it and short it to send a zero ohm reading to the gauge/fuel light--the light will go on if it is operable.
Give me about an hour and I'll draw something up and scan it or I will take pic of it hooked up to battery with leads hooked up.
Photovettes post is the first check and will work fine providing the 3 contacts on the unit are in fact making contact. That is a good initial check and if this turns light on then problem could be in the tank unit.

I had an '81 that I bought in 1983. The darn low fuel light wouldn't work. I went to the dealer and bought 2 or 3 more--they would work for awhile and then burn out.
So, imagine my surprise when I bought my '77 in 2001 and the low fuel light was working--and works to this day.

I actually calibrated my gas gauge by installing a 8 ohm resistor at this plug.
The gas gauge would read empty and the fuel light would go on when there was still almost 6 gallons in the tank.
By adding resistance to the signal from the sending unit, the gauge reads E and the light goes on at almost exactly (when on highway) 2.5 gallons remaining.

Low fuel light still works on mine. Gas gauge is accurate- runs out on E. I did a test so I would know just in case. Ran it to near E & ran it out sitting at a gas pump.
OK I knew I had this in my old notes.Hopefully this can be read. The ECG159 was what I was told was a tougher transistor than the original. The one just below the + in the pic. This view is looking down on the bulb side. There are 3 term.Left side of bulb is pos. term.Right side is neg. Below the bulb is the tank lead. After hooking up the pos. and neg. to batt. with jumpers ---jumper the tank term. to the neg.term and wait aprox, 10 seconds and the bulb should light if it is good. If not try replacing the transistor under the pos. term. I think their about $2 at Radio Shack.Dont get the board too hot.
