Rear End Part Question

Default Rear End Part Question
I was cleaning around the rear end and noticed something loose on the top drivers side. It looked like a bolt coming up with a loose nylon nut on top, but it would not come off. Can anyone tell me what this is?

Also there was a 3 digit code on the driverside which read E88 or E68. Any ideas on what it means?
