Just a thought- you said you used the old plate- I haven't seen one - but the new plates have a channel stamped in each side for re-inforcement/ stiffening.
I also don't think it's that critical of a torque spec. If the spring is held in place, with the weight of the car on it, it only wants to lift.

The ride height is perfect and its on the road and now stored for the winter. I will talk to Vette Brakes and Products and see what they say about the torque problem.
