Does anyone know if PPG DP-90 has rust inhibitive properties in it?
My painter refuses to use POR-15 due to poor adhesive charateristics to bare metal and he claims that the top coat does not adhere well to POR-15. He states that he has used DP-90 for years and that it is the best product for priming.

You definitiely don't want to use POR for priming a car. Your painter is right.
The DP-Series paint (the number designates the color, i.e. 90 is black) is an epoxy primer with excellent corrosion-inhibiting and sealing properties. It is used as a sealer and as an adhesion base for subsequent fill primers and finish coats. It's an excellent product. I vote with your painter on his opinion.

Would it make sense to put down a layer of etching primer first? DPLF can be put down over PPG etch. The process I've been using is:
Conversion coating
Etch primer
DPLF mixed as a primer/sealer
(eventual topcoat)
I recently finished painting the underside of my red car with PPG DP74; it is the same as the 90, just red color. It sticks well to most anything on an auto body, as long as it is clean. Listen to your painter.
