Default License Plate Light Question

I have a late 77. I have a single license plate light that is centered with the top of the plate. The cutout for the light looks very rough. Is that normal? Also, on the backside of the bumper, positioned in line with the left side of the plate, it looks like there is another light that resembles a license plate light. It mounts on the top of the bumper, not in it. What could this be for? It faces toward the spare tire. Could this be a light to see the lock on the spare at night? Just curious. It looks factory. Thanks..

I am sure you did a much better job than whoever did mine. Thanks for the inputs..I purchased this car about a year ago, and it seems to be all there. Just checking as I find unusual things.

The hole is fairly rough.
Your second lite is just as you guessed, for the spare. You are lucky it is still there.
