Default Rear spring install question

Does anyone know the correct method of installing the cushion cup-washers onto the rear (steel) spring? I have heard that you can just lay it in the spring hole and the assembely & spring tension keeps it in place & some say it's supposed to be flared over as to keep it from rotating in the spring hole. Which is correct ??
Also the cup-washer is 1/8" smaller (O.D) than the hole in each end of the spring, what gives, it is very sloppy, does it matter??? Won't the spring bolt shift the cushion and this cup washer around in the spring hole while driving?
Help appreciated.

They are peened over from the factory, but there is so much spring pressure on them assembled that they are not going anywhere.

I'm sure your right, that they're not going anywhere, but wont they clunk around with that much of a gap? (1/8")

No, they don't move around much.. I know it looks sloppy, but that's how they are. I just stuck mine in there and let it be.

I have replaced these parts a couple of times over the years on a couple of Corvettes. I have always peened them over with no problems, as they are soft. Peened over, they will fill the hole and not move around at all. Having said that, I think you could leave them alone, not peened over, and they would be fine.
