Are all carb paper gaskets, like the metering block or fuel bowl paper gaskets installed dry ?
In all carb books I read, they only mention rubber seals to be lubed with vasoline.

I have always installed mine dry. The paper that came with the gasket set never mentioned applying anything. Not sure if that was correct or not, but I never had any problems.
Back in my "racing" days, it was common practice to coat all Holley gaskets with a light coat of vaseline. This saved the cost of new gaskets each time the carb was torn down between runs. The gaskets did not stick so bad to the carb and could be re-used -most- of the time. Now I do it just because... even on the new non-stick gaskets... because they still stick no matter what the hype says.
You don't have to do it... it's not required or necessary.
But if you do... only a light coat so that the vaseline doesn't get sucked into the carb and plug up passages.
I coat them, and then wipe them down making sure all of the little holes are clear.
A tip I learned from Don Garlits and Dick Landy when I was a kid was to rub chap-stick on them to keep them from sticking so bad, clearing the holes before installing. I have never had any problems doing this.
