There is a support rod that connects the bottom of the radiator core support to the front steel header bar in the center. This rod has an adjustable slot where it connects to the header bar. Try loosening the slot bolt and pulling up on the header bar in the center.
Mine is doing the same thing. I have not looked for any adjustment at this time, however I disagree with pushing up on the header bar because it is already higher than the tip of the hood. I also know my header bar is not rusted because I cleaned it and rebonded it when the body was off the frame. If there is an adjustment I would think the header bar needs to come down to meet the hood and that is if the rest of the hood lines up properly with the fenders, which I believe mine does. If the hood does not line up its not off a noticeable amount. I don't recall the header bar having any adjustment in the corners where it attaches so hopefully the rod in the center will let it come down enough to match the hood. I will look this evening.
Mine is the same way and it is because the header bar is separated from the underside of the body for about one foot on either side of center. Any thoughts on how to re-attach?

Sorry about that, I misread the original post. You are correct. Try loosening the support bar top bolt and pushing the header bar down.
There is somewhat of an adjustment at the ends of the header bars.
There is a triangle shaped gusset where the inner fenders and the ends of the header bar meet. The gussets support the ends of the header bar. The header bar can be shimmed at those points but this should be done before the inner fenders are bonded to the top surround piece.
